The Government has submitted to Parliament a draft law “On the Person’s Identification Documents and Certifying the Ukraine’s Nationality”. The document should be a significant step forward in the Ukrainian legislative field, but the project requires amendments because it doesn’t take into account any necessary changes. We draw your attention to the recommendations presented by the “Europe without Barriers” even before the introduction of this draft law, but are still relevant.

In
particular, the government’s draft law gives a description of "Ukraine’s
personality identification" in a contradictory way. It is not clear what
this document (except the deadline date) will differ from existing "internal
passport". The draft law does not provide for mandatory transition to a
plastic id-cards European type of electronic media information

The project
also does not contain the required sections (articles) to modify a child’s
travel document and the introduction of its new standard with an electronic
media information and biometric data. As a result, the owners (children) of
such documents will not be able to benefit from visa-free when it will be
introduced.

There is
also a lack of the section of driver’s license information – minimum program should
be withdrawal of outdated Soviet-style driving licenses.
