The establishment of Unified State Demographic Register suspends the process of implementation of the Ukraine-EU visa free regime. It affirms that Ukrainian government has chosen the longest and the most expensive way toward the visa free regime with the European Union.
The Head of the State Migration Service Mykola Kovalchuk said that due to the process of the establishment of Unified State Demographic register (USDR) the supply of the biometric passports would become possible not later than in 2016.
According to the action plan on the establishment of the USDR and the national system of identification of the citizens worked out be the State Migration Service the process of establishment, testing and practical start of the USDR will take not less than 3 years. It means the creation of the technical structures authorized to administrate the USDR, working out and testing data base samplers, long period of its filling, collecting of the appropriate information, consolidation of the existing administrative data bases etc. The testing of the USDR and verification of its systems will also take a lot of time.
The research director of the Institute for Euro-Atlantic Cooperation Oleksandr Sushko emphasizing on the suspending of the process of liberalization of the visa regime by establishing of the USDR, notes that the law on USDR could lead to the legal collision as the authorities go on issuing the documents of an old sample which are invalid according to the actual law on USDR.
Oleksand Sushko sees the solution of the problem in essential modification of the Law on USDR, excluding the conception of USDR which is unreasonable expensive and durable and threats to the fundamental human rights.
