On December 26, 2012 from 11.00 untill 12.00 a.m. in the Information agency "Ukrinform" Europe Without Barriers will held a press-conference on:  "How to minimize harmful outcomes of the Law of Ukraine  ‘On the unified State Demographic Register”?  


Experts put forward amendments to the Law of Ukraine “On the unified State Demographic Register” aimed at elimination of existing law’s shortcomings, identified by human rights defenders. 

The Law of Ukraine “On the Unified State Register of Demographics and Documents Confirming the Citizenship of Ukraine, Proving Identity or Special Status” came into force on December 6.

Despite the fact that this Law gave the “green light” for producing electronic passports for traveling abroad (which are needed for the prospects of visa liberalisation with the EU), society mainly assesses this legal act negatively. The new Law violates a wide range of human rights as well as international and European standards on personal data protection. 

Considering that Presidential veto has not eliminated all the shortcomings of the Law and that the Law already is in force the group of independent experts on the initiative of the “Europe without Barriers” comes out with certain proposals for the Law amendment. 

We do believe that without such amendments the Law will not be considered as sufficient step in implementing EU’s standards in the sphere of document security. Thus the only positive goal of the Law declared by its initiators will not be achieved. 

The proposed amendments would eliminate all the inconsistencies of this Law with European Convention on personal data protection, its additional Protocol and other relevant international instruments in the sphere of human rights protection. What’s more, these amendments would remove all the excessiveness of the proposed identity documents’ reform and save taxpayers money.
