The National Institute for Strategic Studies held a roundtable “Urgent problems of legislative and institutional support for Ukraine’s migration policy” on September 22, 2010.
Questions for a discussion:
1. The current state of Ukrainian migration policy, the problem of its conceptual and legal registration.
2. Areas for further improvement of the migration legislation of Ukraine.
3. Prospects for the establishment of the Migration Service of Ukraine, its possible functions and powers.
Olena Malynovska highlighted the major problems related to migration policy in Ukraine (MPU). The main strategic goal of the Ukrainian Migration is a counteraction of depopulation, and the task is to promote the reduction of mass migration and to return our citizens from abroad.
A Chief Consultant of the parliamentary Committee on Human Rights, National Minorities and International Relations Yuriy Buznytskiy noted that there are two concepts of migration policy in Ukraine: parliamentary and governmental versions. This causes some difficulties, because there are two different views which would be difficult to combine.
The Director of the Institute of Demography and Social Research named after Ptah of NAS of Ukraine Ella Libanova was optimistic and called not to make a tragedy because of our citizen’s stay in Poland or Austria. It is necessary to stake on those who went to Russia because people perceive it as a temporary undermining.
Victor Chumak, the Director of the Ukrainian Institute of Public Policy noted that Ukrainian migration policy has never been a priority of any government of Ukraine. He also stressed that one reason of MPU’s failure – is the lack of proper management of migration flows.
