“Europe without barriers” offers a Draft Resolution № 7504 of 22.12.2010 on the Declaration of the Parliament of Ukraine on Cooperation between Ukraine and the European Union in the visa sphere.
Ukraine has to achieve the criteria set by the EU visa-free regime for short term visits of Ukrainian citizens to the EU member states.
The powers of the Verkhovna Rada of Ukraine under the Constitution of Ukraine shall determine the principles of foreign and domestic policy, the Verkhovna Rada of Ukraine calls upon the EU and its Member States:
1. to demonstrate the political will and clear prospects for long-term status of implementation of EU entry visas for citizens of Ukraine, including appropriate provision for future Association Agreement between EU and Ukraine;
2. to amend the Visa Facilitation Agreement between Ukraine and EU in order to expand the categories of citizens of Ukraine who could use its advantages, particularly by representatives of NGOs, religious organisations and organised groups of tourists;
3. cancel fees for making national and Schengen visas for citizens of Ukraine, taking into account the positive experience of Lithuania, Latvia and Estonia, that have already abolished the fees for issuing national visas for citizens of Ukraine;
4. to provide the explanation to the applicant in case of visa refusal in accordance with relevant provisions of the EU Visa Code;
5. to make further steps to create the appropriate conditions while filing documents and issuing visas for Ukrainian applicants in embassies and consulates of the EU member states.
