The European Union can partially liberalise visa regime for citizens of Belarus without signing the agreement.

The EU Commissioner for Enlargement and European Neighbourhood Policy Stefan Fule said about it to the UNIAN correspondent in Brussels.

"I think there are two processes, two parallel paths. The first – is a Visa Facilitation Agreement. We hope to get a mandate from member countries for talks with Belarus, because I see that Belarusian citizens will get the advantage. However, it is a long-term goal "- the commissioner said.

He noted that more and more EU member states make proposals on the harmonisation of policies of consulates in Minsk.

"More and more countries claim that there is a need to do more, particularly concerning the Visa Code, for harmonisation the policies of our consulates in Minsk, to ensure use of existing opportunities to reduce visa cost and deliver free visas to certain groups of Belarusian citizens" – S. Fule said.
